Sustainable School Improvement
The Texas Education Agency is committed to supporting sustainable district and school improvement efforts. As part of that mission, it is TEA’s intent to maintain a directory of training programs that have been vetted and approved as Vetted Improvement Programs (VIP). The Vetted Improvement Programs (VIP) List will be available to LEAs to support their selection of high-quality contracted services aligned with critical actions within the Effective Schools Framework.
Eligible Programs
To be eligible for inclusion on the VIP list, respondents can utilize the VIP Readiness Guide as a reference to determine if their training program demonstrates the capacity to successfully support school improvement in areas aligned to the Effective Schools Framework. Eligible respondents include:
- Nonprofit Organizations
- Institutions of Higher Education
- Private or Public Companies
- Individuals

Use the Readiness Guide to help you determine if your program meets the criteria to be a VIP; if it does not, you may use this guide to determine the next steps for program development.

Applications and Notices of Intent to Apply should be submitted electronically to VettedImprovementPrograms@tea.texas.gov.
This application request is being conducted to support schools and districts in the selection of high-quality contracted services and does not represent a procurement action by TEA. TEA has opened the Vetted Improvement Program Application to identify training programs to include in the Vetted Improvement Programs list.
Notice of Intent
Organizations that intend to apply are encouraged to complete and submit Attachment A: Notice of Intent to Submit a Response as soon as possible.
- Filing of this notice is not mandatory, however, it will assist TEA in anticipating the volume of responses to better expedite the review process.
- Filing this notice in no way binds the organization to submit a response for this request.
- A respondent who does not file this notice is still eligible to submit a response.

If an interested party chooses to apply for the Vetted Improvement Program (VIP) list, they must submit a complete application consisting of the required attachments (B-H).

Attachment B: Form of Response Cover Page
Applicants are required to complete and submit the Form of Response Cover Page, which includes identifying information for the organization and training program included in the application.

Attachment C: VIP Application Form
Applicants are required to complete and submit all sections of the VIP Application Form, which requires organization and training program specific information, including how the program provides support in alignment with critical actions within the ESF.

Attachment D Cover Page: Program Fidelity of Implementation Tools
Applicants are required to submit examples of program specific tools used to measure the fidelity of implementation of the training program. The Attachment D Cover Page should be inserted prior to the submitted fidelity of implementation tool(s).

Attachment E Cover Page: Program Scope and Sequence of Support
Applicants are required to submit the program’s scope and sequence of support. The Attachment E Cover Page should be inserted prior to the submitted scope and sequence.

Attachment F: Program History Form
Applicants are required to complete and submit the Program History Form, which includes information on how long the organization has offered the training program and to which LEAs and campuses the organization has delivered the training and support in the past.

Attachment G Cover Page: Evidence of Program Results
Applicants are required to submit evidence that demonstrates the correlation between the training program and improved outcomes on the campuses that received the benefits of the training. The Attachment G Cover Page should be inserted prior to the submitted evidence of program results.

Attachment H: Disclosure of Interested Parties Form
Applicants are required to submit the Disclosure of Interested Parties Form. An entity will not be selected if it has a conflict of interest that will or may arise during the performance of its obligations under the document. The respondent must disclose any existing or potential conflicts of interest or possible issues that might create appearances of impropriety relative to the submission of a response by the entity and its proposed subcontractors.

Attachment I: Aligned Artifacts
Applicants are required to submit artifacts that prove alignment to specific ESF Essential Action levers. Please only submit artifacts that provide clear alignment to the specific Essential Action lever targeted in the application. The Attachment I Cover Page should be inserted prior to the submitted artifacts of alignment.
